Imagecache

the world is a better place because of imagecache, imageAPI, and filefield image. Imagecache has more and more contributed/add-on modules... it is without a doubt the premier image handler in Drupal

Imagecache Profiles

this little gem has saved me from delving into php code on so many occasions. The ability to consistently use imagecache is always a good thing.

Blockthemes

project page
the ability to allow the end user to change the display, mark-up, and overall style of the block allows for some fun and creative options when theming.

Nice Menus

all set to go in a package ready for cross borwser compatibility. The newest version is in development but features some very nice delays.

Administration Menu

o.k. not exactly a theming module, BUT, having this little dude at the top of the page, and being able to easily clear the different caches... rocks \m/

Theme Developer

part of the devel project. it still has some issues as it seems to conflict with some other modules... a small price to pay when you need the information, power, and flexibility it provides

Views

(specifically Theme:Information)

Under basic settings you will find Theme:Information and it's a thing of beauty! I only wish I was a million times better at php so I could take even more advantage of it.

I don't see anything that's only possible in Drupal 7. All of this is exactly the same in Drupal 6, with the exception of the function signature of the form builder function.
